Marwan Al Sarkal is the Managing Partner of Chapter 3, a boutique management consultancy providing strategic advisory to government entities, family offices and international businesses.

Before founding Chapter 3, Marwan was the Executive Chairman of the Sharjah Investment and Development Authority (Shurooq). At Shurooq, he played an instrumental role in the emirate’s transformation into diverse tourism, business and investment destination.

Throughout his career, Marwan has facilitated over $100 million in FDI, successfully connected investors with unique opportunities and expanded regional operations for international corporations. In addition, he led the development of eco-tourism in Sharjah and the creation of icons, including the House of Wisdom and the Heart of Sharjah historical preservation and restoration project.

Marwan sits on the board of several innovative companies in the finance, education, automotive and agriculture sectors. He is consistently recognized as one of the most influential business figures in the GCC and a passionate supporter of youth empowerment and the region’s startup ecosystem. Marwan received his Bachelor of Applied Science in business administration from the Higher College of Technology in Dubai, United Arab Emirates.
