Jose Aguero Avila is the first resident Ambassador Extraordinary and Plenipotentiary of the
Republic of Paraguay to the United Arab Emirates since June 2022.
Prior to his current position, he was appointed as Director General of the Minister’s Office at the
Ministry of Industry and Commerce from December 2020 until May 2022. Simultaneously, he
served as Commissioner General of Paraguay for Expo 2020 Dubai and assisted the President of
the Republic in international speechwriting.
From 2018-2020, Ambassador Aguero Avila was the Private Secretary to the Minister of Foreign
Affairs. In that capacity, he was member of the national delegation to the United Nations General
Assembly twice and other multilateral fora, overseed of the Minister’s speechwriting team and
advised major foreign policy decisions.
In the foreign service, he was posted as Counselor and Deputy Chief of Mission at the Paraguay
Embassy in Doha, Qatar, from 2014 to 2018, where he led its opening process. His portfolio
included the political and economic sections, as well as overseeing the United Arab Emirates,
Saudi Arabia, Kuwait and Oman-related files.
Between 2013 and 2014, he served as Planning Director at the National Secretariat for Youth, and
as Chief of Staff of the Technical Unit of the Social Cabinet of the Presidency of the Republic.
Ambassador Aguero Avila graduated from the Law School at the National University of
Asuncion, Paraguay, has taken a Master program in Government and Public Management at the
American University of Paraguay and participated in courses on Islam and Human Rights at
Georgetown University in Qatar. He is fluent in Spanish and English, speaks Portuguese and has
basic knowledge of Arabic.
